Armenian Radio is wrong about this. The standard says that the SSID is a sequence of 0 to 32 eight-bit values. That is, technically, these are not even character codes - they are just bytes.
In the standard, there are no restrictions on these values ​​(like that the most significant bit of all eight-bit blocks be zero) does not exist.
However, it is common practice to have restrictions in place to avoid input problems.
In version 802.11 from 2012, the ability to interpret the SSID byte sequence, not as single-byte characters, but as multi-byte characters (UTF-8), is unequivocally fixed. This is discussed in section "8.4.2.2 SSID element". The standard itself can be obtained here .
