Hello, I can't get a threaded screw into the hole on the handlebar to secure it. There is a carving, but it does not give in even with violent force. What to do in this case, how to fix the steering wheel?

Look into the threaded hole and check that it is not "knocked off".
Borrow (borrow, buy, rent):
a die - "drive" the thread of the screw
"tap" - drive the thread of the "nut" or cut a new suitable one, in the hole
or replace the bolt or nut if there is a nut inside
The problem will only be if the thread trapezoid.
