How to fix the incorrect return of the "Right ALT" key in the Russian layout?

Good day, comrades.
There is win7sp1x64.
Rolled today updates for the last couple of months (about 35 pieces).
I used to switch the layout by alt + shift and before the update everything worked fine. After the update, I found that the right alt + shift switch to Russian, but not back from Russian. I dug for a very long time, but then I was prompted by such a softkey as keyla that they say the Right Alt button gives a completely different value in the Russian layout, namely:
Left Ctrl + Right Alt (I attach the screen).

Any ideas other than how to demolish all the updates?
if you take it down, it works. return is correct. I would like to fix it somewhere.

The right alt is actually an “alternative” alt, it is intended for entering other characters, maybe you have alternative layouts (like ours, scrype, or Birman) - then you need to delete them (and the point, isn’t it convenient?)... Personally, I use the left Ctrl to switch the language - it is configured by the panto switcher.
