How to fix lags of background programs on the second monitor?

Welcome all. I have a pc on ryzen 5 2600 and gtx 1660 super. There are two monitors of different resolutions and hertz, the first one is 1440p, connected via display port and 144Hz; the second is 1080p. connected via hdmi and 75hz.

The problem is that in some games, the image on the second monitor, for example, a video on YouTube, will freeze. Added to this is the problem that a terrible robot wars starts (I use rtx voice). There was a problem after updating the bios and firewood for the video card.

I've looked all over the internet, tried all sorts of options - nothing helped. I would like to know if anyone has come across this problem and if they were able to solve it?
