The first time you press Play on this panel, After Effects starts to calculate RAM Preview, that is, your project is rendered in RAM for later viewing, hence the low fps. At the same time, a green line begins to be drawn under the workspace limiter. It denotes those frames that have already been calculated into memory. Cached areas are marked in blue, they are calculated faster. After rendering, when the entire area is highlighted in green, the video is played in realtime mode.
Usually I limit the small area of the project I need (just a couple of seconds) by pressing B (entry point) and N (exit point), or by dragging the work area bar with the mouse. RAM Preview is created only for the selected area, it saves a lot of time. Hotkeys for RAM Preview: Numpad 0 (Win) and Ctrl+0 (Mac). Before exporting the video, don't forget to stretch the work area bar to the length of the project.
