How to fix 403 error when requesting in Steam api?

In general, I'm trying to send a request to the steam api:
https://api.steampowered.com/ISiteLicenseService/G... It gives an

error:
Forbidden
Access is denied. Retrying will not help. Please verify your
key=
parameter.
