How to find the number of scammers in the main office of the company?

Друзья, решал задачки по логике в интернете, наткнулся на такую, что никак не могу сообразить в чем тут загвоздка. Может быть сама задача составлена неправильно? Суть такова:
компания расследует мошенническую деятельность среди сотрудников. Известно, что 5% работников мошенничают. Также известно, что среди сотрудников, которые работают в главном офисе только 1% процент являются мошенниками. Всего 200 человек работают в главном офисе. Сколько сотрудников в главном офисе могут быть мошенниками?

So 2 people are scammers, but...
So the company has only 2/5% = 40 employees. This means that 160 people who are not related to the specified company work in the main office (and this is not specified in the condition).
tricky task
This is the trick. In isolating the correct statement of the problem.

I think there is a difference between "are" and "may be". 5% of all employees of the company are fraudsters; 2 people from the central office. And even all the other 198 can be fraudsters in the central office if the company employs at least 4,000 people. The answer is from 0 (if all fraudsters in the central office have already been identified, and the remaining 5% of the total number of employees of the company - 2 from the central office are in other divisions) to 198.
