Создаете свой git-репозиторий, созываете одиночек. Каждому даете таск, или список тасков и они сами решают как распределить задачу. И следите за выполнением работ. То что фрилансеры попадутся с разным уровнем знания языка, это надо просто понять, со временем(возможно к середине или концу проекта) все выйдут на определенный уровень.
