How to find out the maximum information about a person by ip address?

Recently my iPhone was stolen. The person who stole it managed to go to my VK page from my phone and change the password before I turned on the "find iPhone" function so that he was blocked.
Then I looked from which ip address this person came to my page and tried to google this ip address. I found one forum where one user often left messages using this ip.
I'm wondering if this means that the person from this forum is the one who visited my VK page? Or does it mean nothing at all?

Most probably not. Now IP is dynamic for everyone. The probability of being found by IP is almost zero. If I'm not mistaken, IPs are now issued by providers and they can often match existing ones. Purely theoretically, you need to make a request to VK so that they can calculate the MAC address of the device from which it entered from this IP at that time (unless, of course, they see it) and then look for a machine on the network using this MAC address, BUT. MAC - you can also change it, though forcibly, and looking for a MAC network is a rather complicated undertaking. You can calculate, but no one will bother because of the iPhone. Now, if he had stolen $1M from a state bank, then yes, he would have been quickly found.
