There is a site called purl.org which may be familiar to those who work with RDF. Yesterday I discovered that my ISP (westcall) blocked it. In response to a letter about the reason for the blocking, they wrote to me: “The site you specified was blocked by the decision of the prosecutor's office. The provider does not make such decisions, so you can ask all questions to lawyers.
Actually, the question is: what, to whom, where do you need to write in order to restore access to the resource and find out how he could annoy our prosecutor's office so much?
PS. In the end, the provider replied:

Previously, this resource was listed in the list of extremist materials on the website of the Ministry of Justice, in connection with which it was blocked, because. we have to do it.
It has now become clear that he has been removed from this list.
We reported this to the technical service, access to the site will be restored.

I'm still wondering why this rusers didn't please them, but it's already possible to work.

None of the purl.org URLs or IPs are listed in the registry. Apparently, you will have to write to the prosecutor's office, since the provider refers to it.

Since it is closed by decision, then the provider must have a request with the number of this decision and justification. Ask the provider for this paper and then there will already be something to go to the prosecutor's office, but just like that, no one needs you there with your site.
