How many CALs do I need to buy for Windows Server and MS SQL?

I'm confused with the Microsoft licensing policy.
We install 2 software on the server: for electronic document management and for collecting reports. 47 people will use it from different devices through a browser, and 3 through a "thick" client.
What licenses should be purchased in this case?
By server license and 50 CAL (for OS and SQL)?
On server and 3 CAL?

For a single-processor server with four cores
On Windows Server:
Microsoft Windows Server Standard Core 2016 SNGL OLP 2Lic - 4 pcs
If some resources of the server itself are used (shared drives, printers, etc.):
Microsoft Windows Server CAL 2016 SNGL OLP NL DvcCAL - by the number of jobs that use server resources
Or
Microsoft Windows Server CAL 2016 SNGL OLP NL UsrCAL - by the number of users that use server resources
On SQL:
SQLSvrStdCore 2016 SNGL OLP NL 2Lic CoreLic - 2 pcs
Or
