Hello. I work in a budgetary organization as a system administrator. The organization signed a contract with Digital Technologies LLC. The essence of the contract in a subscription to Windows. Every year they send us new keys. Question - why? For several years now, all computers in the organization have been working and no one's license has expired, although no one has updated the keys to new ones.

These are most likely the upgrade keys for the pro version to the enterprise. They are valid for a year. And the usual pro version, of course, is unlimited

It doesn't work on computers. MS is very loyal to licenses, actually allowing you to bypass restrictions on them.
This works in accounting, where the keys do not work at all. Postings work there, according to which the relevance of the license is determined.
And they send you new keys, because it is written in the contract and your counterparties need to sign an act of implementation, but this does not work on computers.

You are mistaken and do not see the whole situation.
If you work for a government organization, you can find a government contract at zakupki.gov.ru. Most likely there is some kind of service contract, to provide something as a service. Why so is a commercial question. For example, your organization did not have the money to buy all the necessary hardware and software at once, so they bought it as a service and pay the amount every month.
