The site has a form that is constantly filled out by people from outside the target regions. At the moment, all the "left" cities are added to the "negative keywords", but this was not enough. Perhaps there are other ways to limit the level of an advertising campaign?

1. Perhaps inappropriate traffic does not come through contextual advertising channels. Create a goal in the Form Fill metric and look at the visit sources of those who successfully completed the form.
2. In the body of the form, explicitly indicate which regions you work with, so that at this stage it is already possible to cut off non-targeted traffic.
3. Add a drop-down list to the question: what city are you from? And indicate in the possible options the target cities you need, make a signature below: if your city is not available, then we do not work there yet.
4. Connect geotargeting to the site and, depending on the region from which the user came to your site, show or do not show him the form.
And one more option that can explain the presence of people from other regions: some Internet providers give an ip address that does not correspond to the region where the service is provided, for example, we are in Tula, and the IP is Nizhny Novgorod. Such options do exist.
