How to download the driver for windows7 on a USB flash drive?

Good evening.
It is necessary to add the ability to install Windows7 from a USB flash drive.
Now there are several images of ubuntu and auxiliary software on the flash drive. Added the ability to install Windows7. The flash drive is divided into two sections, grub and all linux images are installed on the first section. On the second section, unpacked the Windows7 installation image.
In grub.cfg I registered windows boot

  ntldr /bootmgr
}

Everything is loaded, installed, except for Windows.
Windows installation stops at the very beginning with the message:

I looked for solutions on the Internet. The option to change the usb port is not an option. I tried to load the necessary drivers on the USB flash drive.
I took a disk with drivers for the motherboard, copied it to a USB flash drive. After the above message appears, I try to find the driver through the "overview". Something similar is found in the "Intel USB3.0 Driver" directory, but it still refuses to install.
I downloaded new drivers from the motherboard manufacturer's website - the result is the same.
How can this problem be solved?
ps The same image, written to disk, normally installs the system.

The fact is that Windows does not see more than one partition on removable media. You have 2 options: unpack the image to the first partition, or use loop along with grub4dos as a file.
