How to download streaming video using VLC or another program?

There is a link like https://...../master.m3u8
VLC latest version.

When pasting a link into VLC player, the video plays but only audio is heard. No image - black screen.
If you save to a file - similarly, there is sound, but there is no image.

When opened in Media Player Classic (K-Lite Codec Pack Full), everything is both sound and image.
But this player does not save the video (did not find the option to record the stream to a file).

How to download streaming video using VLC or another program?

The youtube-dl utility is open source. Open via command line and just paste the link.
