1) matrix resolution. number of photosensitive elements. the same pixels. FullHD - 1920 * 1080 - approximately 2 megapixels
2) processor power. the higher the video resolution, the more powerful the processor is needed to compress the video stream. a 7 megapixel matrix could be inserted into the camera back in 2005. but not a single microprocessor of that time would have mastered the compression of such a stream
3) software support. even if there is a 4K matrix and a powerful processor, the firmware may simply not have support for shooting 4K video
As for the megapixels themselves, they are not the point. Well, there will be 20 megapixels, but what's the point? In professional cameras, they tend to increase the size of photosensitive elements. And do not get out of the scope of the shooting resolution. The more light gets in, the better the picture quality will be.
