How to download a torrent from a magnet link if the client is implemented via tor and dht is not actually active?

Hello!
I have a torrent - traffic is implemented through Tor (vidalia client) maybe. my provider MTS limits torrent traffic - you have to encrypt.
This entails a number of features and limitations.
1) DHT is enabled in the UTorrent client settings, but in fact it is not active (the Tor network apparently does not allow it).
How do I download torrents from Magnet links in this case? Is it somehow possible?
(for some reason, some magnet-torrents are still identified and start jumping in the client, but most are not. I don’t understand what factor plays a role in this).
2) If I try to download torrent via hash code. If I create a link with the code and paste it into the client, it won't work without DHT either?!
Are there options?

If the tracker address is specified in the magnet link, the client will receive a list of peers from it, and from them it will already download info and files.
Accordingly, if the tracker is not specified in the magnet link:
then you can add it manually:
The tracker address can be taken for example here: https://trackerlist.org/
It is only important that it starts with https or http.
