How to check that the blocklist in μTorrent is working?

µTorrent has an IP blocklist feature that can be enabled simply by placing the list file in a specific location under a specific name and enabling the option in the advanced settings.
The problem is that in this case the user does not receive any feedback: no errors, no confirmation, not even a visible slowdown in start or work, which could indicate reading and using a voluminous blacklist. You don't know whether you put the blacklist file there, whether it's in the correct format, and whether the program bothered to read it and use it. And in my case, this raises particular doubts. I have a portable version of μTorrent and I'm not 100% sure where it gets the data from, and I generated the file myself, so I don't know about the format either.
Any ideas besides posting some unique test torrent and trying to download it from another blacklisted computer?

See if µTorrent is accessing your ipfilter.dat file. Under windows this can be done using Process Monitor from Sysinternals. In general, checking in action using a different IP and a unique torrent seems to me the most sensible and simple idea.

It should write about rejected connection requests on the log tab, it is enabled by the RMB menu → Error Traffic Logging → Log blocked connections.
The list of blocked addresses can be edited and reloaded on the fly, again through the RMB menu, but on the Peers tab. If you add the IP of any visible exchange participant to it and reload the list, µTorrent will immediately turn it off. Checked several times, it works.
