Actually, we have a Dedik with installed windows server 2012 r2 without AD, which looks at the Internet through a dedicated static ip.
Remote clients connect to it (server) via a vpn connection.
How to configure so that the connected clients have the opportunity to access the Internet through this vpn connection (via the server)?
Addressing at first configured static for clients.
Then he added the DHCP role and in the vpn server settings indicated to receive addresses through the DHCP server - when connected, the client receives an address not from the pool specified in the DHCP server settings.

A DHCP server is not needed and will not work the way you want.
When configuring, you need the RRAS and Routing roles. Configure VPN, NAT, LAN routing.
+ on the client, prescribe the default route through the tunnel (use remote gateway or something like that) Like

You won't be able to do anything manually. There are specific programs for such tricks, for example, for Cisco. If I'm not mistaken, CIsco Any Connect. But they only work with this equipment.
