How to display root elements from the infoblock when working with CNC?

Good afternoon.
I have a directory with this hierarchy:
Element
Element
Section
Element
Element
AND CNC
#SITE_DIR#/catalog/
#SITE_DIR/catlog/#SECTION_CODE#/
#SITE_DIR/catlog/#SECTION_CODE#/#ELEMENT_CODE#/
And here the sections are displayed normally and the elements are deduced from sections normally.
But the elements in the root are not displayed.
I already removed the CNC in general, did this
#SITE_DIR#/catalog/
#SITE_DIR/catlog/
#SITE_DIR/catlog/#ELEMENT_CODE#/
and so
#SITE_DIR#/catalog/
#SITE_DIR/catlog/#SECTION_CODE#/
#SITE_DIR/catlog/ #ELEMENT_CODE#/
Nothing helps.
Google says - the problem is here, but we do not know how to solve it. I don't want to mess with urlrewrite.
Should there be another way?

- the detailed product card does not work?
If they are not displayed in the list, then this is often the correct behavior of the catalog component with standard settings.
