How to disable win10 updates via server 2012r2 deniable GPO?

I need to create a GPO to disable win10 updates, can this be done if there is no WSUS server?
I will be glad to the checked links on the GPO setup.

In general, all policies are written in HKLM/SOFTWARE/Policies, if you write it down correctly, you won't need a GPO.
