How to disable installation of programs with a password?

It is necessary to prohibit the specific installer from running / installing the program on mac os. It is advisable to put it on a password.

Let's say I want to install Photoshop. But the installer is immediately removed / does not start / asks for a password to install the program. In general, the program should not be installed in any way.

Are there built-in functions / software (which cannot be simply removed and then it will be possible to install the program), it does not matter to do this?

The built-in functions allow you to:
- change the rights to the installer
- put a quarantine flag on the installer
- increase the Gatekeeper restrictions
- take away administrator rights
