How to disable indexing at the end of the url "#! in Robots.txt" "?

Good afternoon! In the Search Console reports from Google, I found duplicate pages due to the fact that the url is indexed for example: URL1 = "/ " , URL2 = "/#! " - although this is the same page. I have counted 40 such pages. How to disable it globally? not for one url.

Not in Robots :(
Try to use the link canonical tag, in which you specify the address of the main page
