the essence is simple - you need to boot through live cd and disable digital signature verification in the main OS. Tried a special launch, F8, shift + F8, does not help

or another question - there is a bootable flash drive, there is an opportunity to run the command line. windows 8.1
if I enter
bcdedit -set loadoptions DISABLE_INTEGRITY_CHECKS
bcdedit -set TESTSIGNING ON
will it work?
