Site blocked on windows XP?

The site was blocked on the parents' home computer (if it's important, it's artvid.ru). The most surprising thing is that it is in the computer , because. if you plug the LAN into another computer and connect using the same login and password, the site opens.
Because I don't know much about Windows, I found the following options:

  1. system32/drivers/ets/hosts - but here is a bug, I cleaned everything - it hasn't changed
  2. Antivirus - looked at the list - it's empty
  3. Firewall - same as with antivirus

The site is not pinging (timeout exceeded), so I hope for your help.
