How to disable automatic layout change when switching between windows in Windows?

This is a problem that has been annoying for a long time, but hands do not reach to solve it.
The bottom line is that the English layout is included. When I download something in the browser and a window appears with a choice of folder to save, the layout itself changes to Russian. And I need, for example, to name a new folder in English, or rename the file itself, and every time I have to switch back to English.
Who the hell asks her to switch?? It is especially tiring when I download dofig graphics with non-speaking file names like noun_114014_cc.svg, and it’s better to give file names right away than to guess later or open through a viewer.
Who will advise what? :(

Try punto switcher. In my version 4.1, in the settings "General" there is a checkbox "Single layout".
