How to deny access to certain folders?

Hello.
There is a task: to forbid viewing of contents of the folder.
Folders are viewed by FTP users (FileZilla).
The folders can be in different directories by pre-created users.
For example: we have a test folder, which is located in the windows directory.
"folders" with contents are unpacked by the script at the user's request, but the user himself specifies the directories.
You need to somehow prevent viewing the contents of a folder called test, which can be located anywhere.
ps The initial directory, that is, suppose C:\Windows is fixed.
But the folder C:\Windows\Test is created by the user himself.
Then not so. C:\Windows\Test\Test1.
The Test folder is created by the user, Test1 will already be according to the standard. Test1 should not be accessed.

You understand that if an account can create folders in the windows folder, then they have administrator rights, and so ntfs and access rights rule

It was a banal example.
The Windows folder can only be accessed by the administrator.
Need "automation", "access rights" will not taxi.
