How to change ftp port from 21 to 49021 in Windows 2008?

Hello. There is a remote server based on windows 2008. There to raise ftp based on IIS 7. There is a firewall based on IPFire between the server. Port forwarding is listed on IPFire. Currently ftp is running on port 21. If you change the port to 49021 and point to IPFire, then a 501 error is generated when connecting. Question: is this an error based on windows 2008 or based on IPFire? Windows will log the ftp connection.

Error based on IPFire. After connecting to 49021, the server sets another port for data exchange, access is denied on this port.

And why change something on Windows FTP, let it listen on port 21, do forwarding from 49021 -> 21 on IPFire.
Or is it necessary to make a different port on Windows, but leave 21 on IPFire?
