Should I download a WordPress site via FTP?

There is only access to the site via FTP, if I download the site, throw it on OpenServer, lay out the page and integrate it into WordPress, will there be any problems? (Then you will need to return the site back to the hosting)
Or are there any other options?

As an option - you can not transfer the entire site back to the working server, but only update the theme (layout pages) and that's it.
