How to cure dpc_watchdog_violation win10 error?

Home stationary computer constantly hangs due to dpc_watchdog_violation error on Windows 10
. I do not have a laptop, changing the hibernation settings did not help. Switching to the standard SATA AHCI driver didn't help either.
I searched a bunch of forums and sites, but to no avail. A clean swap did not help and led to the same result. I even replaced the battery on the motherboard, well, you never know. It turned out not to be. Has anyone else had the same problem, how was it treated?
From the funny details :
- Windows is taken from the microsoft website and installed from a flash drive to a clean ssd
- bsod appears in 100% when you try to download any file through any web interface of the service.
