How to create partitions through BIOS without operating systems at all?

I had to install Windows from Linux. I deleted the Linux partitions according to the instructions from the official site of the microsoftware. But I forgot to add a section for Windows. Deleted all partitions no. Nothing is loaded. Neither Linux nor the installation flash drive with Windows. It is necessary to somehow put a partition for Windows through the BIOS. From the BIOS - no way, but you can from the boot disk.

in any way, when installing Windows, you can create Windows directly in the installer
, and in the BIOS you need to enable booting from a USB flash drive

Maybe there is a program for UEFI - partition editor? :) No way, you need a bootable flash drive with at least something.
