Where is HDD write access restricted?

If you create a volume on the HDD and format it in Ext4 with the gparted program in Linux, then booting from the LiveCD Windows will be - "The disk is write-protected". To get disk write access from Linux and Windows, you can create and format a volume in Paragon Hard Disk Manager, also in Ext4. (tested on multiple drives) Why is this happening and where does gparted put the limits ?

Quite logical. Even in "full" Windows, by default, there are no tools for working with extFS.
They may appear if you install, for example, a third-party driver. However, you should be careful with them - from time to time there are glitches that are difficult to catch / reproduce, which are accompanied by data loss.
If reading is enough for you and you have an ext4 disk in order, then you can use R.saver, either by throwing it into a Live CD (it's easy to unpack the utility), or on a standard installation. The program works under Windows and in read mode gives access not only to ext *, but also to a whole list of file systems: https://rlab.ru/tools/rsaver.html
