How to create effects in premiere pro from files in a project?

how to "convert" them // add them to the "effects" tab so as not to suffer with the import of the second project?

No way. Because you have the source code of the project where everything was done by pens. It is simply impossible to put them in the "Effects" folder, because these are not presets, but full-fledged projects.
