Who will tell you a plugin for creating a video parallax effect?

Interested in the parallax effect of rolling the poster as in the Apple TV interface.
I know that everything can be done manually in a video editor, I don’t really understand them, so I would like to find a ready-made plugin for any program.

And what about photoshop?
I have no idea how this is implemented in Apple TV, but finding how it is done does not seem to be a problem for me.
1. Search Google for parallax after effects template/script. For example, I immediately googled this , however, I have no idea if there is a right one there.
2. Go to YouTube and type parallax tutorial *program name*.
