How to create borders for an image area using SNAP.SVG?

Hello. To make it easier for me to explain, please take a look at this map at the link .

Look, this is just a regular picture (JPG,PNG), with the help of SNAP.SVG we added SVG Path here, these paths are clickable, you can click on them, they have :hover. The first question is, how is it implemented with such accuracy, and how to write the coordinates of the same part there? I want to create a map of Africa, for example, so I would like the island to light up when hovering over the nearest Madagascar. I don't use Raphael, because it's already very old, almost never updated, and supports a bunch of browsers, up to IE 6.
