How to create a static menu in Bitrix from the Catalog sections?

Hello. It is necessary to create a Static Top Menu for the site on the Bitrix site.
Where:

Menu items - Links to directories.
Sub-items - Links to catalog sections.

That is the finished example:

• Catalog
  
  • Section 1
    
  • Section 2
    
  • Section 3
  
  

It is needed to display only part of the sections. The rest of the sections will be active but not visible on the Public Part.
Can you please tell me how to implement this method?

In my case it's done like this:

1. The Left menu of the required Directory is created with the necessary sections.
   
2. It automatically becomes the Dropdown for the Top Menu.
   

In my case the Top Menu is dynamic and the Left Menu is static.
I note that a ready-made solution (website) was bought from 1C-Bitrix developer partners, so there are some nuances.
