So the situation. A division of the company, several employees (up to 100), duties are distributed, there are several groups according to the levels of responsibility and access to information.
We need a site where it would be possible to organize the setting of tasks for certain employees or groups of employees in the form of a to-do task list, with all the ensuing features, such as importance, deadlines, comments, and so on.
If in general the requirements are:
1. The younger group receives visitors, consults them, enters their data into the form, saves them (all this happens in the company website module, further processing of information is there, but there is no opportunity to organize this idea on this site), creates a paper personal file visitor. There are conditionally 4 junior groups, in each group there is a group chairman, he is part of the middle group.
2. The middle group supervises the work of their junior group, mainly in terms of consulting and maintaining paper records.
3. The senior group controls the work of everyone, both junior and middle.
It is necessary for the juniors to write a note on the type of task, it is visible to everyone within the group, the chairman and the senior group; medium to write tasks to their group; seniors write tasks for everyone. All tasks are either personalized specifically to a person, or a group, or to everyone.
Is it possible to do this with wordpress?
Is it possible to do this with control not through the admin panel, but through the frontend?
Is it possible to do this with a separate dashboard?
If not wordpress, what service or program would you recommend?
PS The ability to install programs on computers is limited, some may be installed on a system other than Windows.

I would not advise you a ready-made CMS system, in particular WP, based on the current task.

It's not entirely clear what you mean... The front is related to the backend anyway. Of course, you can make a desktop application and connect it to the backend, i.e. create a REST service.

Possible solutions:
1) choose a CMF (framework) and start developing for a specific task. The choice depends on which language you have a better command of. If PHP, then as a variant of Yii2 to help you ... Personally, taking into account my abilities, I would choose Spring (Java). Just if necessary, you can make a bunch of Spring + JavaFX and create a program for the desktop.
Taking into account the questions posed above, I can say that you are strong in programming and, accordingly, it is better to look for ready-made solutions.
2) Look for ready-made solutions. It is possible that good online services will be paid.
