How to create a site for two and share the rights to the site equally?
How to do this if people live far from each other and want to own the site together, but do not fully trust each other? After all, one person can easily take all the data from hosting, etc. and change them, after which the second person will no longer be able to return access to the site.

There is no technical solution.
The question is of a legal nature - contact a lawyer that he helped you document / divide the rights to the site. If one owner loses access, then he will be able to restore it according to the law, i.e. through the court.
To draw up a contract is a prerequisite for owning a site.
And so it's all about trust. Link the contacts of one and the second owner to the accounts so that it is not possible to change the password and take everything for yourself.
But this, again, is not very stable and not accurate. Everything is built on trust.
Is it possible to share responsibilities and access rights in such a way that you could not function without each other.
If there is no trust in a partner, then it is better not to do a joint project at all. Trust me, it won't work in the future.
Well, if you do everything exactly, then for insurance you can register a domain for the data of one person, and a host for another. In this case, it is not profitable for either of you (relatively) to throw a partner.
