How to create a file with a file system and connect to a folder in windows 10?

For example, veracrypt can create a file and mount it as a drive.
But you need a file without encryption.
How to create a file inside with NTFS, mount. Preferably dynamically expanding.
For example, you can mount mklink, but it can only mount a folder. And you need a file with ntfs in a folder.
