Why doesn't "Read Only" work?

It is necessary to protect the text file from writing. Read only, because has archival value.
Check the "Read-only" box in properties.
If you edit with a notepad, then no changes are made, it is proposed to save the changes under a different name.
However, if you edit with another text editor - AkelPad - then the file changes, no questions asked, although it is read-only!
How so? What to do with it?

Aquelpad has a setting on what to do and how to deal with files for reading. As well as in some other editors. And some don't - because they don't care :D.
Well, the "administrator" can make any changes, as usual.
Use "shadow copies" (previous versions and flag - "Archive")
