How to create a repository on GitHub from a project in PyCharm?

Create a new project, activate VCS (Enable VCS), create a new Git repository, add the necessary files to it, make a commit, then select Import Into Version Control -> Share Project in GitHub in VCS.
This will work provided you have VCS configured correctly in Settings -> Version Control.
