How to create a cluster in WebSphere Application Server Network Deployment 8.5?

I was given the task of creating a layout. There are 2 virtual machines iron1.ca.... and iron2.dvb....
The essence of the problem. On one server, deploy Deployment Manager, through which the application will be deployed to these two servers.
The problem is this. When creating a cluster, if you select the basis for the first member of the cluster - "Create a member by converting an existing application server", then the application will run on this node. And when you add just a node - the application does not work.
It is possible that I do not see the obvious, but I ask for advice from those who have encountered the creation of clusters in WAS.

And so, you have websphere installed on two machines.
And probably already created profiles.
You can use three profiles configuration
1) Deployment Manager (Dmgr01) - on the first server
2) Managed node (Custom01) - on the first server
3) Managed node (Custom02) - on the second server
AND one cluster of two application servers.
The procedure is as follows:
1) Create a DMGR profile, configure security (login / password, etc.) (Via the Profile Management Tool)
2) Create a managed profile on server 1, attach it to DMGR (similarly, pmt)
3) Create a managed profile on server 2 , attach to DMGR (similarly)
4) Through the administrative console of the tear manager (this is such a web application, usually dmgr:9060/admin ) create an Application Server Cluster by selecting two nodes.
