Take any Win 7 or Win 8 installation - disassemble the Win PE image (boot.wim file) - it's best to take Windows 7 Beslam edition - this image has already been modified there (there is a side menu for running programs). You can only update versions. Not all programs work in Win PE (because there is no .net and other fancy libraries). And in general, I don’t advise you to get carried away with the number of programs - since the image is loaded into RAM - this will affect the download time from the flash card
