Why don't they create a portable emulator that combines almost all consoles, theoretically, the current level of hardware should allow it?

Why don't they create a portable emulator that combines almost all consoles, theoretically, the current level of hardware should allow it?
So that in one case it would be possible to play high-quality consoles of the past generation, like gameboys and ds, and at least to the level of vita, ps 2, x boxing ...?
What are the difficulties? What are the key issues?

The problems, I suspect, are legal.
But nothing prevents you from buying a Raspberry PI and rolling retropi or lakka into it.

What are the key issues?

As always - loot.
Who will buy it? CA - who? People of my generation remembering "Dandy, Dandy, we all love Dandy"? The current thirty-year-olds who have found more or less decent consoles? Millennials born with a smartphone in their mouths?
Such a project is not sickly money. And I still don’t mention copyrights, which sometimes are not given to console games of the 80s! Not all emulators that can be found on the Web are legal. Well, that is, they themselves are of course legal, but the firmware with the games that are loaded there are usually pirated.
