How to correctly migrate a file server?

Good afternoon dear community.
Please tell me what to do in the following situation.
There is a Windows Server 2012 on which the organization files are located and where the user's work folders are moved. This server must be decommissioned, and everything that is there must somehow be moved or migrated to a virtual machine. Is there any tool or some manual from Microsoft or will everything need to be done by hand? Considering that there are a lot of directories with prescribed permissions in the file storage, I feel it will be a little stressful.
