How to connect webhook for Telegram bot?

Hey!
There is a server with SSL, I try to make a request to install setWebhook, through var_dump it displays the answer:
{"ok":false,"error_code":400,"description":"Bad Request: bad webhook: getaddrinfo: Name or service not known"} bool(true)
