A small site is planned for the sale of a couple of goods, and I'm wondering how difficult it is to connect to a regular one-page paypal, and will there be any problems with the fact that the seller does not have an IP?

There will be problems. In particular - to get the status of a seller with PayPal. To be clear, IP is not a physical entity. person is a sole trader.

You can accept money for goods as FL into your account through the payment acceptance page for FL, but the limits will be limited. If you want to know more, I advise you to simply call the representative office of the Russian Federation (they speak Russian there).
