In general, for an html5 + php application, it is better to use more scalable options .

In principle, this option is more than optimal, since a higher frequency on DDR3 no longer gives a noticeable increase in performance, except to breed parrots.

First, before collecting the server configuration, you need to understand what kind of application will work there, what you wrote:
does not provide such information. You need to understand how much the application depends on the frequency of the processor and on a lot of threading, for this, describe at least what it will do in general, what will be the load on this application. After that, you can already figure out what kind of server plan you need.
As an option, I suggest taking the Supermicro platform. For example SYS-5018D-MTRF ( www.supermicro.com/products/system/1U/5018/SYS-501... the price is around 1000 USD. But it includes a mother under 1150 socket, a 400W power supply with redundancy 1+ 1, IPMI remote administration system, cooling system, + the ability to install up to 4 HotSwap screws (the platform comes with heatsinks for the socket of this platform, in this case 1150).
I also wanted to note that if you plan to shove everything into a 1U case, then you will have to abandon the coolers that come with the processors (PS processors for socket 2011 are not supplied with them in principle), in this case, you need radiators and a cooling system which will be thought along the case, because in the case of a cooler (even if it fits into the case), it will stupidly blow into the cover.
IMHO
1) regarding the screws, you basically chose the VelociRaptor correctly for the system, but the old new one is the WD5000HHTZ.
It is better to take WD Red WD30EFRX for storage
2) The RAM runs at the processor frequency, you can basically take more, it will still work at the frequency at which the processor works, just overpay.
