How to connect four video cards?

I'm trying to use 4 video cards, but I can't connect them correctly.
The mother has 2 PCI-E (16x and 4x) and 3 PCI-E 1x, two video cards are connected via 16x and 4x - they work. I connect two more through 1x - they are not visible, they are powered by another PSU, which turns on out of sync with the main one. Tried on 1x hotplug and tried monitor emulation, via DVI adapter with 75 ohm resistors. The only thing I got from the video cards is if you turn on the computer and then turn on the PSU separately on which the video cards are, they will appear in the system, but with the error Code 12 (there are no resources for the device to work), in fact, that’s all, it didn’t advance further.

I shorted the power supply green pin with black. In the end everything worked
