How to connect an external monitor to a poppy, the location function on catalina disappeared in the settings and the screen does not respond.

If there is no monitor control function, then the MAC did not recognize the adapter for the monitor (the adapter broke or a software glitch). You can try to test your adapter on another device (for example, a phone with USB-C), if the adapter is working, then you need to reset SMC and NVRAM.
